Never argue with them. It's really not their fault. The best thing to do is NOT to say a word or confront them. Just take the ticket and go on your way. Try to be nice - it's in your best interest.
First of all, it won't do you any good to argue with the issuing officer because they can't tear it up, dismiss it or do anything to help you. However, they can write you a second ticket or just double check the first one to make sure they prepared the first one correctly - if you give them a hard time.
Besides, the Agent doesn't even really want to write parking tickets. He's being told to do so. So if you want to use your energy wisely contact the local government officials.
